as of 2.2, these 2 lines were made available to allow designation of the database character sets to be used when defining the mysql database tables. upgrading from 2.1 uses back your original database character sets unless you have converted your database character sets.

its in chinese, something wrong with my wordpress, not displaying the chinese characters.

you most likely have upgraded your wordpress from 2.1 to 2.2 and above using fantastico and that is why it’s not displaying chinese characters.
edit your wp-config.php file by commenting out or removing this two lines:
define(‘DB_CHARSET’, ‘utf8’);
define(‘DB_COLLATE’, ”);
then chinese characters will be displayed.
